San Francisco Public Works, on behalf of the City and County of San Francisco, is proposing to implement the Minna Natoma Streetscape Project (“Project”), which would reconstruct Minna St (from the Transbay Transit Center property line, approximately 140 feet east of 2nd St, to 3rd St) and Natoma St (from 2nd St toward 3rd St, where it terminates at the end of the 100 block before transitioning into Hunt St). In this context, Market St is considered the project north. The Project would widen sidewalks, construct pedestrian bulbouts and raised crosswalks, install new mid-block traffic signals and crossings, and replace the existing roadway section, including concrete subbase and asphalt concrete driving surface. Project would include public art pieces, street furniture, improved pedestrian scale lighting, new landscape such as street trees, and decorative pavement murals and crosswalks. The Project would adhere to the Better Streets Plan.
The Project’s objective is to create a safe pedestrian connection on the pedestrian route heavily used by tourists, workers, and residents between the Transbay Transit Center and the Yerba Buena Gardens area. The existing condition is characterized by narrow sidewalks that cannot accommodate existing or anticipated pedestrian capacity, and are often blocked by garbage bins and other debris that force pedestrians into traffic; a lack of mid-block crossings on New Montgomery St that create points of conflict between vehicles and pedestrians; and narrow single-lane, one-way traffic that encourages high vehicular-traffic speeds.
