JS Sullivan Development LLC and its affiliate 819 Ellis Street LLC (together as the “Project Sponsor”) propose to demolish and replace the existing structure located at 819 Ellis Street, Block 0739, Lot 015 (“Project Site” or “Site”). The Sponsor proposes a full demolition of an existing garage to allow construction of a 16-story, 165-foot mixed use, residential building (“Proposed Project” or “Project”). The record number of the Project is 2022-003306PRJ. Located in the Lower Polk Neighborhood Commercial District (“NCD” or “NC District”), Van Ness Automotive Special Use District, and the Van Ness Avenue Planning Area, the existing building on the 7,196-sf subject lot was constructed in 1906. The Proposed Project would result in a 16-story building, comprising 120 residential units, approximately 97,000 square feet of gross area, approximately 1,100 square feet of commercial space. Onsite inclusionary units will be provided.

The proposal is to demolish the existing parking garage structure and construct a 16-story, 165-foot mixed use building. The existing building on the 7,196 sf subject lot was constructed in 1906. The proposed new building would include 120 dwelling units and approximately 700 sf of ground-floor commercial uses along Ellis Street. The project seeks to participate in the individually requested state density bonus program together with the Housing Density (“Cars to Casas”) ordinance. Using the Individually Requested State Density Bonus, the Project is seeking waivers from the following Planning Code requirements: 1) dwelling unit exposure; 2) rear yard;3) height; and 4) usable open space Using the Cars to Casas ordinance, the Project is seeking a waiver from the residential density limit. The Project also requests a conditional use authorization to waive the unit mix requirement.

The Project Site faces both Ellis St. and Willow St, in between Polk St. and Van Ness Avenue. The site is currently occupied by a three story garage building. The project applicant seeks to redevelop the single parcel (Block 0739 / Lot 015) measuring approximately 7,196 square feet with a residential group housing building. The proposed project requires demolishing the existing structure and replacing it with a new building consisting of 138 Group Housing Bedrooms and 1,085 square feet of ground floor commercial space. The Site is zoned "NC-3 Moderate-Scale Neighborhood Commercial" with a 130-E height & bulk designation and is located in the Van Ness Automotive Special Use District. The Project Sponsor proposes to redevelop the property utilizing the State Density Bonus Law (California Government Code Sections 65915-65918), into a rental group housing project. The proposed project includes additional density, above the density permitted by the project site zoning, which the Project Sponsor is entitled per California State Law.

Revision to BPA 2014.1216.3836 to retain offices on third floor. All storage room/partitions to be removed.

Map amendment to generally lower heights throughout the Western Addition and to revise zoning use districts to more closely reflect the Redevelopment Agency's land use plan for these areas. Text Amendment will also add Section 730, creating the Fillmore Center NCD.
